The green areas of this map are where local governments have adopted code administration (e.g. code enforcement) programs.  All the white area is the “Wild, Wild, West” where residential construction inspections don’t happen, licensed contractors compete with cut-rate unlicensed individuals, and homeowners access to consumer protections is slim at best.
